international standards and minimum 4years experiencewith major oil companies and National Oil Iraqi Companies. G.E.S’s catering staff are required by Management to follow international codes of life support and supplying services.

international standards in the entire catering provided taking into consideration the implementation of its HSE Policy.

5. PLANNING

5.1 Hazard identification, risk assessment & control
This manual requires a risk assessment associated with all work activities. Risk assessments are in essence the identification of:-

– activities where there is a potential risk of harm;
– the control measures needed to reduce the risk of harm to an acceptable level (i.e. by
training, safe systems of work, protective equipment, etc.,)

 

5.1.1 Conducting risk assessment
For many of the company’s routine activities there is generic risk assessments which
cover the hazards and control measures required to reduce risks to safe level. If the
manager is satisfied that the existing documents cover the foreseeable risks, and the
training/briefing is adequate, then no additional assessments are needed.
Where in the view of the managers, existing risk assessments are likely to be inadequate
he/she is then responsible for ensuring that the more detailed evaluation of risk is
carried out, for planning necessary control measures and for ensuring that personnel
are instructed on their implementation.

5.1.2 Assessment records
Assessment records shall be made available to those who may be affected during the
course of their work.

5.1.3 Review of risk assessment
All risk assessment shall be reviewed by the respective managers to ensure the
effectiveness and timeliness of their implementation. Such review is also dependent on
the following factors:-
– Every 2 years from the date of assessment
– New business, process and equipment
– Major activity change

5.2 Legislative & other requirements
A fundamental goal of HSE Policy is to comply with Governments policies, initiatives, and
legislative requirements.

5.2.1 Responsibilities
The manager is tasked to identify and access all legal and other requirements including
development and maintenance of this procedure, and for the storage, accessibility and
maintenance of the Legal and Other Requirements Register.

 

5,3 Objectives & targets
The company will establish and maintain documented objectives. It is essential that objectives and targets, which are designed to minimise health, safety and environmental impacts, are documented and reviewed to facilitate continual improvement in our performance.

5.3.1 Responsibilities
The objectives will be prepared, established and reviewed by the Division Heads
dependent on the objectives of each relevant function and level within the company.
They will be communicated to relevant personnel e.g. training, briefing or meeting
sessions and deployed through management programmes. The objectives will be used
to support the commitment to continual improvement.

5.3.2 Action to take
The Division / Department Head shall undertake and/or coordinate the following
activities to ensure the development and maintenance of the objectives and targets:
– Develop objectives and targets in regard to the following:-
– relevant to the goals of the Policy;
– address the significant impacts that have been identified
– consistent with legislative or other requirements applicable to the activities & operations
– quantifiable where practicable, to provide evidence of improved performance

The Division / Department Head shall review the objectives and targets annually or as
and when it is deemed appropriate. The review should take into account the following:

– significant aspects and impacts
– legal and other requirements
– technological options
– views of interested parties
– Financial operational and business requirements.
– Significant changes to activities & operations.

 

5.4 Management programmers
The company will establish and maintain documented management programmers for achieving the objectives. The documentation will include reference to tasks, designated responsibility and time frame for achievement of the objectives at the relevant function and level and to the means and time scale by which the objectives are to be achieved.

5.4.1 Responsibilities
The division / department head is responsible to oversee the development and
maintenance of the Management Programmers or plans, providing adequate resources
to complete the task and for reviewing the Management Programmers or plans. Where
necessary, the programmers or plans will be amended to address changes to the
activities, products, services or operating conditions.

6. IMPLEMENTATION & OPERATION

6.1 Structure & responsibilities
Roles and responsibilities are defined, documented and communicated to ensure personnel’s understand their responsibility in maintaining the HSE catering standard in their areas of work or management. Staff participation, co-operation and acceptance of their personal responsibility for the health & safety of themselves and other are essential. Specific functional roles and duty are also defined within the job description or in the relevant procedures or work instructions.

6.1.1 Responsibilities of Management Representative
Responsible for the management of the HSE Policy, maintenance of the HSE
management system and the dissemination of any relevant information

 

6.1.2 Responsibilities of Employees
All employees should take reasonable care for their own health & safety and that of
others who may be affected by what they do or do not do. Health, safety and
environmental is the responsibility of everyone in the organization

6.2 Training, awareness & competence
Personnel shall be competent to perform tasks that may impact on health, safety &
environment in the workplace and that competence is provided through awareness and
training. Respective managers are responsible, in conjunction with the Human Resource
Department, will review the training needs at all levels within the Company at least annually. Assessment of competence and training will take into account of responsibility, ability, literacy and exposure to risk.

6.2.1 Training Needs.
Training needs for individual employees are established at the time of induction, in the
annual appraisal and whenever the need arises from new activities.

6.2.2 Annual Appraisal
Information will be collated from the annual staff performance appraisals held
throughout the company. These appraisals will include a review of performance,
knowledge and competence and will assist with the identification of training needs.

6.2.3 Competence
Respective managers are responsible for ensuring that each employee within their
direct control is competent to undertake their job as specified. Human Resource is
responsible for ensuring that induction training is provided for all new employees.

6.2.4 Induction / Orientation Training
Induction training will be provided in accordance with procedure to familiarise any new
employee (permanent, temporary or contract) with the hazards, associated risks
assessment and the specific rules applicable to the work to be done, before putting the employee to work. Similarly, those transferring from job to job, or between offices, orsites, will be given any necessary information by the person responsible.For company level, induction will be undertaken by the Management Representative.The rest of the induction will be handled by respective managers or other delegated persons into which the new employee has been recruited.
6.3 Consultation & communication

6.3.1 Consultation between management and staff
The company encourages participation in good practices, and support for the policy and
objectives, from all affected by its operations by a process of consultation and
communication. Health, safety and environment matters shall be discussed at regular
meetings e.g. safety committee meeting, weekly, monthly or quarterly department
meetings. Management will always consider suggestions or comments on ways in which
the company’s performance can be improved.

6.3.2 Representative of employee safety
In accordance with the Factories (Safety Committee) Regulations, representatives have
been nominated throughout the company to participate in G.E.S.Co Safety Committee,
conduct monthly inspections (Safety Committee Inspection Form) and meet at least
once (1) a month to discuss health, safety and environment related issues. Attendance
will be recorded. (Safety Committee Attendance Form)
Promotional activities are planned and executed yearly. All proposed procedural, policy
changes, etc., which may affect the health, safety and welfare of employees will be
communicated to staff via the representatives in advance of any implementation. The
representatives will represent views of staff with regard to the proposed changes, which
will be considered by Company Safety Committee.
Representatives are encouraged to assist with the process of proper consultation with
the staff on all aspects of health, safety and environment and to creating and
maintaining an effective culture in the company.

 

6.3.3 Health and safety advice
Health, safety and environmental advice can be obtained from a number of sources in
addition to internal expertise

6.3.4 Distribution of information
All employees must be made aware of this manual which is made available on the
company intranet. Updates and revision will be distributed by the Management
Representative. Employees must ask their direct supervisors or managers for guidance
as to what associated information material (including relevant risk assessments) they
may need.

6.3.5 Hazard Communication (Product Safety)
This requires those chemical safety hazards to be communicated to staffs handling
chemicals including storage and transportation (drivers). The contents of hazard
communication may include hazardous material inventory, material safety data sheet
(MSDS), labels, response process, etc., Records of such communication can be recorded.

6.4 Documentation
This HSE Manual identifies all documents relevant to health, safety & environment and consists of a number of documents (HSE Document Master List)
6.4.1 Health, Safety & Environmental Manual (HSE Manual)

This document provides an overview of health, safety and environmental management
system. It also provides the reference to other documentation e.g. procedures, work
instructions and forms.

6.4.2 Procedures and work instructions
Notwithstanding other administrative procedures e.g. Control of document, etc., these
documents provides guidance to the implementation of safe standard of work.
6.5 Operational control

6.5.1 General
The manager is responsible for identifying operations and activities associated with
significant risks that require operational controls either in procedures, work practices or
management programs. This can also be identified through the Hazard Identification,
Risk Assessment & Control results.

6.5.2 Personal protective equipment
Personal protective equipment (PPE) is provided, maintained, and used whenever the
workplace poses a hazard to the head, eyes, hands or feet. PPE usage is determined
either by assessment or legal requirements. If required, an inventory list is to be
maintained to ensure adequate stock, maintenance, servicing and calibration of such
equipment. In addition, each employee required to use PPE shall be trained in its use.
Training shall be documented as well.

6.5.3 First aid
Injuries are rendered with preliminary first aid treatment without undue delay to
minimise the consequences of injury or illness until such help is obtained. Appointed
personnel are trained as first aiders and the organisation provides adequate first aid
box. First aid refresher training is administered every 3 years. The first aid personnel
SHALL:

– Upkeep the contents of the first aid box

– Provides preliminary treatment to all injuries

-Maintains records of treatment rendered as per (First Aid Treatment Registration Form)

6.5.4 Medical Surveillance
Every employee will undergo pre-employment examination prior to their employment.
Regular medical examination is conducted to those expose to health hazards.

6.5.5 Maintenance
Maintenance program has been planned and executed to ensure proper maintenance of
equipment (own or leased) to avoid unnecessary exposures to risk. For any breakdown
or malfunction, the process owner will ensure malfunction or defects are rectified prior
to intended use.

6.5.6 Distribution code safety
Procedures are established and implemented to ensure the risk of harm to health safety
and environmental in chemical distribution along the supply chain is manageable. These
procedures reflect the provision of the following requirements:
– storage location;
– use of personal protective equipment;
– labelling;
– material safety data sheet (MSDS);
– management of change;
– permit to work;
– inspection;
– safe handling during storage and transportation, etc.,

 

7. CHECKING AND CORRECTIVE ACTION

7.1 Performance measurement & monitoring
This manual requires the company to monitor the effectiveness of the policy. Review of HSE performance of the company and the functioning of the policy is the task of the senior
management. This procedure shall provide qualitative and quantitative measures, monitoring of the extent to which objectives are met, proactive measures that monitor compliance with the management programme, legal and regulatory requirements, reactive measures of performance to monitor accidents, incidents (including near misses) and recording of data sufficient to
facilitate subsequent corrective and preventive action analysis.

7.2 Accidents, incidents, non-conformances, corrective & preventive actions
Arising out of any accident, incident, near-miss, feedback & audit findings that identify nonconformity to the procedure, a Non-conformance, Corrective & Preventive Action Report Form will be issued.

7.2.1 Injuries to a person(s), incidents or dangerous occurrences
If either an accident that causes injury to a person or any event or incident that lead to
property damage or dangerous occurrences, the (Accident & Incident Report Form) shall
be entered and submitted to HR or management representative.
7.2.2 Near misses

The company encourages the reporting of near misses to the Company Safety
Committee as part of general safety awareness and enhances participation, using (HSE
Near-miss, Feedback & Queries Form)

 

7.2.3 Documentation
Copies of all notifications made on the company’s behalf to the authorities will be kept
by HR for record purpose.

7.2.4 Investigation of accidents, incidents, near-misses & dangerous
occurrences The process owners, using such resources as are appropriate to the seriousness of the accident, dangerous occurrences or near miss will initiate investigations.

7.3 Records and records management
Records will be identified and kept in accordance with Record Master List to demonstrate that the health, safety and environmental management system operates effectively and those processes have been carried out under safe conditions.

7.3.1 Records to be kept
Records that need to be kept include the followings:-
– training records (including induction records)
– safety inspection reports
– audit reports
– meetings at which health, safety and environmental issues are discussed
– accident and incident reports
– medical surveillance records
– records of emergency response drills
– management review records
– risk assessment reports
– preventive and breakdown maintenance record
– calibration record
– first aid record

7.3.2 Storage
Records will be stored in a safe place, readily retrievable and protected from
deterioration.

7.3.3 Medical surveillance records
HR will keep and maintain medical surveillance records.
8. MANAGEMENT REVIEW
Reference can also be made to the quality manual.

8.1 Quarterly reviews
Respective managers will prepare and submit a quarterly (every 3 months) HSE performance report and via the Division Heads to the Management Representative. The quarterly HSE performance report may include the following details:-
– any accident or incident
– results of internal or external audits
– corrective actions carried out since the last review
– emergencies (actual or exercise)
– training
– status of set objectives
– an overview of the performance of the system and any other relevant information
8.2 Annual management reviews

Annually (every year), the management will formally review the health, safety & environmental
management system to ensure its continuing suitability, adequacy and effectiveness. The review will address:-

– the possible need for changes to policy
– status of set objectives
– management programmes
– changing circumstances
– foreseeable changes to legislation and technology
– commitment to continual improvement

 

WORKPLACE VIOLENCE POLICY
It is the policy of G.E.S.Co to promote a safe work environment for its employees. G.E.S. is committed to working with its employees to maintain a work environment free from violence, threats of violence, harassment, intimidation, and other disruptive behavior. While this type of conduct is not pervasive at G.E.S , no company is immune. At any time, a G.E.S . operation or location could be affected by such disruptive and unacceptable behavior. Violence, threats, harassment, intimidation, and other disruptive behavior on a G.E.S work site will not be tolerated; that is, all reports of incidents will be taken seriously and will be dealt with quickly and appropriately. Violence, for our purposes includes physically harming another, shouting, shoving, pushing, harassment, intimidation, coercion, brandishing weapons, oral or written statements, gestures, and expressions that communicate a direct or indirect threat of physical harm. Individuals who commit such acts may be removed from the job site and may be subject to disciplinary action, criminal penalties, or both. Prompt and accurate reporting of all violent incidents, whether or not physical injury has occurred, is required. G.E.S . needs the cooperation of all employees to implement this policy effectively and maintain a safe working environment. Do not ignore violent, threatening, harassing, intimidating, or other disruptive behavior. If you observe or experience such behavior by anyone on a G.E.S . job site, whether a G.E.S. employee or not, report this behavior to:

 

 

If you do not feel comfortable reporting the threatening behavior to your site supervisor, or if the threatening behavior originates from a site supervisor, you may contact:

G.E.S . Operations Coordinator or Personnel Director.
G.E.S will conduct an investigation of the claim with support from the personnel, operations and safety departments. It is important that all valid disruptive behaviors are reported. All reports will be investigated promptly, and no retaliation of any form shall be taken against the reporter of such conduct. Confidentiality will be maintained to the extent possible consistent

 

ALCOHOL and SUBSTANCE ABUSE POLICY

I. PURPOSE
The purpose of this policy is to promote a healthier, safer and more productive workplace, and to ensure that all G.E.S. employees comply with customer contractual requirements. The health and welfare of our employees is taken as a serious concern by the management of the company. It is imperative that we promote a working environment that is free from substance and alcohol abuse, respects the dignity of employees, and supports the positive contribution that each employee is capable of making.
Through the implementation of this policy, we hope to encourage employees who may have alcohol or substance abuse problems to seek treatment and counseling in order to return to the workplace.

II. SCOPE
This policy covers all employees of G.E.S.

III. AFFECTED PARTICIPANTS
Participants affected by the scope of this policy include the following:
1. Employees of G.E.S. This policy shall apply to all full-time, part-time and temporary employees. Employees are expected to comply with the full provisions of the policy, and such compliance is a condition of their continuing employment.
2. Applicants for Employment. Any individual applying for employment in a position that is covered by this policy will be required to complete pre-employment testing prior to the company extending an unconditional offer of employment.
3. Third Party Participation. At the discretion of G.E.S , this policy shall be extended to include employees, agents and representatives of any third party who supplies products and/or services to G.E.S, or performs work for G.E.S. Such individuals, while on the property of G.E.S, or on the property or work site of a KRC customer, shall be required to comply with the full provisions of the policy as acondition of their ongoing association with G.E.S .
